

Local Skills Improvement Plan
Local Skills Improvement Plans (LSIPs) are an employer-led initiative funded by Skills England. Every region in England has an LSIP, and they play a key role in tackling skills shortages by bringing employers, educators and other key stakeholders together to create a blueprint for transforming the skills system to meet local needs. The Greater London Local Skills Improvement Plan (LSIP) sets out a blueprint for getting more Londoners into better, higher-paying jobs by matching training provision to local employer demand.
New plans published in July 2026, will make sure local training equips people with skills needed by local employers.
A total of 39 LSIPs, covering the next three years, have been unveiled across England. They provide detailed insight and analysis into what priority economic sectors and jobs are for each given area. Download the London 2026 LSIP (for West London focus, links are below)
The plans also explain how designated Employer Representative Bodies and Strategic Authorities, who developed the plans with support from Skills England, will work with education providers and other partners, including Job Centres, to ensure training meets local businesses’ needs and help tackle key issues including youth unemployment.

West London Annex to the London 2026 LSIP

West London Business and West London Alliance have led the development of the West London Annex to the 2026 London Local Skills Improvement Plan, delivered to Skills England in March 2026. Employer-led and data-driven, the plan sets out how training provision across West London can be made more responsive to the needs of local employers — now and into the future.

The West London Roadmap
The 2026 London LSIP sets out a clear action plan organised around four workstreams:
West London Skills Hubs
The 2026 LSIP is delivered through a growing network of employer-led Skills Hubs across West London. Five established Hubs are being sustained and developed:

West London is a £70bn economy — the largest economic cluster in the UK outside London’s Central Activity Zone — and home to major assets including Heathrow Airport, Park Royal and the emerging HS2 gateway. Yet since the pandemic, productivity growth has lagged behind the London average, falling by 3.3% per year between 2019 and 2024. The 2026 LSIP is part of our response to that challenge.
Determined through employer feedback and economic data analysis, the West London Annex covers nine priority sectors and two cross-cutting enablers which together account for 63.9% of total employment in West London:

Here are some of the things we did for first edition of the LSIP

The West London Skills Summit took place at the University of West London on 25 January 2023 with over 200 participants from employers, teaching and training institutions, trade bodies and intermediaries in the area. They convened to discuss the issues in matching employers’ needs with future skills delivery, which, in turn, will support the West London Annex to the London Local Skills Improvement Plan to be delivered to the Department for Education in March 2023.
West London Youth Careers Summit 2023
The West London Local Skills Improvement Plan (LSIP) identified a need for much greater collaboration between local leaders and organisations from all sectors, to improve the employment prospects of young people in West London and address local skills gaps. The West London Youth Careers Summit on 9 November 2023 at Wembley Stadium brought together key stakeholders from across West London to share good practices, explore challenges and establish alliances that will drive action in response to this need.
It was convened and delivered by: Youth Careers Collective, West London Alliance, West London Careers Hub and West London Business. The collective long-term goal of summit convenors is to make West London the best place in the country for youth employment. The summit was supported by West London colleges and HM Government through the LSIF.
